In a large mixing bowl, sift together 4 cups of the flour, salt, granulated sugar, baking soda, and cream of tartar.
Cut in lard and butter until mixture resembles coarse crumbs.
Add 1 well-beaten egg, milk, and water and mix to form a soft dough.
In another bowl, mix together 1 beaten egg, brown sugar, and ½ cup flour.
Roll dough to ½-inch thickness and spread with the brown sugar mixture.
Roll up jelly-roll style and cut into inch-thick slices.
Place slices 2 inches apart on greased baking sheets.
Bake at 375° for 8 to 10 minutes.
