Preheat the oven to 425°F (220°C).
In a medium bowl, whisk together soy sauce, honey, minced garlic, chopped cilantro, lime juice, and sriracha to make the sauce.
Season the chicken thighs with salt and pepper.
Heat olive oil in an ovenproof skillet over medium-high heat.
Sear the chicken thighs skin-side down for 2 minutes, then flip and cook for an additional 2 minutes.
Pour the sauce over the chicken and transfer the skillet to the preheated oven.
Bake until the chicken is cooked through, about 20 minutes.
Garnish the chicken with sesame seeds and additional cilantro.
Serve over cooked jasmine rice with pan sauce.
