Marinate the sirloin steak in a large ceramic bowl with soy sauce, lime juice, garlic powder, shallot powder, celery seeds, mustard seeds, salt, black pepper, and red pepper flakes.
Refrigerate for 3 hours.
Pound the marinated steak with a mallet to tenderize and cut it into 1-inch strips.
Prepare two bowls: whisk the eggs in one, and mix breadcrumbs, parmesan cheese, and paprika in the other.
Dip each beef strip into the eggs, then coat with the breadcrumb mixture.
Preheat the Air Fryer to 400°F.
Cook the steak fingers for 14 minutes, flipping halfway through.
Meanwhile, heat the reserved marinade in a saucepan over medium heat.
Simmer until warmed through to create the lime dipping sauce.
Serve the steak fingers hot with the lime sauce on the side.
